A Eureka Springs man has been charged with negligent homicide in connection with the death of a passenger on his motorcycle in September 2025.
Jason James Koeffler, 49, was arrested April 1. He is charged in circuit court in Madison County with negligent homicide and driving while intoxicated, court records show.
Records indicate Koeffler was released April 2 after posting a $5,000 bond.
According to a probable-cause affidavit written by Arkansas State Police Cpl. Mike Morgan, Koeffler was driving a 2003 Harley-Davidson northbound on Arkansas Highway 23 on Sept. 27, 2025, when he came upon a slow-moving vehicle and attempted to pass on the left to avoid a collision. Koeffler lost control of the motorcycle, the affidavit says, and laid it down in the roadway.
Both Koeffler and his passenger, Amanda “Mandi” Stonebraker, 35, were thrown from the motorcycle, and Stonebraker suffered fatal injuries.
Although an ASP report issued after the accident identified Stonebraker as a resident of Goff, Kan., an obituary indicated she was a resident of Eureka Springs. The ASP report indicated the accident occurred at 3:05 p.m. near the intersection of Arkansas Highway 23 and Madison County Road 1000, in the Clifty area.
The Madison County Record in Huntsville reported that the accident occurred just after the completion of a memorial ride in honor of Stonebraker’s grandfather.
The Record reported that Stonebraker organized the memorial ride with her mother, Alicia Davis, and aunt, Amy Gates, in 2023. Fred Bradshaw, known as “Rebel,” passed away in October of 2019. Family and friends were invited to meet at the home of his wife, Sheila Bradshaw, for breakfast before a ride to the Fayetteville National Cemetery and the Confederate Cemetery “to celebrate Rebel.”
According to the probable-cause affidavit written by Morgan, a blood sample was taken from Koeffler after the accident, and toxicology results from the State Crime Lab indicated that Koeffler had a blood alcohol content of 0.082 percent and also had THC present in his system.
Circuit Judge Joanna Taylor set bond for Koeffler and ordered him to appear for arraignment at 8:15 a.m. Tuesday, May 12, in Huntsville.
Court records indicate that Koeffler was convicted of first-degree sexual assault of a child in February 1995 in Wisconsin.
In April 2025, Koeffler pleaded guilty in Carroll County Circuit Court to one count of failure to comply with sex offender registration requirements, a Class C felony. He was sentenced to 10 years’ supervised probation and 60 days in the Carroll County Detention Center, with credit for four days served after he was arrested in July 2023.
In exchange for the guilty plea, prosecutors agreed not to prosecute felony charges of simultaneous possession of drugs and firearms, possession of firearms by a certain person and possession of a Schedule VI controlled substance, as well as a second count of failure to comply with sex offender registration requirements.
